    Far too many of us absolutely enjoy these statistics to analyze for the recommendations on how to eliminate the problem never gets as much discussion or analysis. We have annual conventions to analyze how bad these stats get year to year but not to measure how we are close to eliminating the problems we analyze. So the stats are not sad for they keep lot of people and industries alive and people working , but what is sad is our inability to resolve even though God has given us more than enough consumer power to do it.

    A decade or so ago, the USDOE decided that “SEM”(socially emotionally maladjusted) designated students, who up to that point in time were eligible for special education intervention in school, via behavior specific programming, staffing, etc., would no longer be eligible for such in-school services, but deemed to be “bad” behavior kids, and expelled from school, placed in alternative education settings away from the “school house” or turned over to the school resource officer, for discipline. From that point on (research the exact date that the “SEM” special education label was eliminated from special education, and see if you don’t see a drastic/dramatic increase in the number of adolescent student arrests and juvenile detention referrals. So, now what? The antecedent is obvious! The remedies are not!
